Frilled

A strip of gathered or pleated material sewn onto a dress or larger piece of material as a decorative edging is called a frill. Frilled can be on the hemline or the neckline etc. In fashion design frill is a strip of fabric, lace or ribbon tightly gathered or pleated on one edge and applied to a garment, bedding, or other dress as a form of trimming.
